President Vetoes War Spending/Minimum Wage/Small Business Tax Relief Legislation; House Override Vote Falls Short

On May 1, 2007, the President vetoed the U.S. Troop Readiness, Veterans' Health, and Iraq Accountability Act, 2007 (HR 1591) due to the inclusion of troop withdrawal deadlines. On May 2, 2007, the House voted on a veto override that fell short of the necessary two-thirds majority on a vote of 222 to 203. Negotiations commenced between the White House and Congress on revised funding legislation. Initial indications from House leadership was that the minimum wage and small business tax relief provisions would also be included in the next war supplemental spending bill as well.
